“Mezenskiy wood processing plant” (the town of Kamenka, Arkhangelsk region) is planning to construct a heating and power plant on wood residues. The capacity of the HPP depends on the number of towns that will be connected to it.

Presently there are 2 diesel power plants and 20 coal boilers functioning in the Mezenskiy region that use imported fuel. The electrical power rates for the population of the Kamenka town constitute 29 rubles/kW*hr. The town of Mezen pays the rates 12 rubles/kW*hr.
Besides, the Mesenskiy wood processing plant is ready to supply fuel in the form of wood chips, sawdust and wood logs in the amount of 30 thousand m3/year. This amount is sufficient for heating of Kamenka and the town of Mezen.
The government of the Arkhangelsk region spends annually 100.000 rubles per inhabitant of the region as a subsidy to buy some fuel for this region.
Putting into operation of a heat and power plant on biofuel will allow to cancel the governmental subsidies to the region, as well as provide an uninterrupted heat and power supply using the local fuel.
During the soviet era the Mezenskiy wood processing plant owned an HPP on wood fuel that was supplying electricity and heat to the town of Mezen and the town of Kamenka, as well as to the enterprise itself.
Presently the owners of the wood processing plant are looking for partners to start the construction of the heat and power plant.
Social and ecological value of this project is evident. Refusal to use diesel and coal will lead to the reduction of carbon dioxide emissions in the atmosphere. Probably execution of a joint implementation project and attraction of financial resources from the Western countries as a result of the sale of Emission Reduction Units. Social significance of the project is primarily manifested through the fact that the electricity rates can be reduced by using cheaper fuel. Whereas the economical advantage of the company consists in the recycling of waste.
